I think it states that the funnier the thread title says that the content will be, the lamer it is.

From the Anandtech Wiki (abridged):
oldsmoboat - The creator of "oldsmoboat's law," which states that "The thread title said "Funny Video" but the funnay was not found." This implies that a thread with the word "funny" in the title will not be funny.
