Funny quirk with Maxtor IDE Controller and 133+ FSB. Any Ideas?

During the continuing adventures of the Amateur Overclocker (tm), he noticed that when he increased the FSB past 136/34 (FSB/PCI), the external IDE controller which connected the boot drive to the computer would not be recognized at boot up - instead, the computer would detect the IDE cd-roms that are connected to the onboard IDE channels, and then try to boot from these drives. As soon as the fsb/pci frequency is reduced to 136/34, the ide is again recognized and the boot process occurs as normal.

Why is this happening? Is the IDE controller THAT sensitive to frequency increases that occur with higher fsb speeds?
