He did increase his pedaling but he was probably exhausted already so he couldn't add much more.

Any cyclist will tell you you pedal like mad at the finish line.

They interviewed him afterwards and the other cyclists said it was a tough break, and he even let off his pedaling near the end, but the guy didn't recover. So a wins a win.

In cycling it is a matter of courtesy. In the Tour de France, if a guy is clearly in the lead, on the last tour day, no one will make a move on his spot. It is edicate. A lot of tradition in it.
