funky Start Menu/Right Click problem

i can't seem to right click the Start Menu anymore. I forgot what i did to have it change all of a sudden but once the Start Menu is expanded, i can't right click anything, besides the top/bottom which brings up the "properties" tab.

I used to have the ability to remove items from list and various things like that.

Help!?
