During the Toyota Tundra commerical all trucks used on the set besides that one Tundra where Ford trucks.

That it shows Toyota's future business plan, spending all that money on a new plant. And, GM has shown a couple of new concepts at the show promising environmental technology. What does that mean? Well, we don't know yet.
 
Toyota is gunning for the pickup truck business in the South. That's pretty much a stated goal.

I know the previous generation Tundra was classified as a ULEV vehicle. Not sure if the new one is though.

If that's true, it's probably because they're cheaper. Toyota's allowed to be frugal.
