full screen refresh slowness

OK, I just got the new 6.31 drivers for my Visiontek gf2mx. The 2D is really crisp and I love the image quality. However, after downsizing a full-screen window (like this IE window), the desktop take a long time to refresh. Probably on the order of 3-4 seconds. The window disappears and is replaced in steps (sections) by the desktop. I have my desktop setup at 1280x1024, with a jpeg image as my background. I don't have anything unusual except the background image (which is stored from on my harddrive, not a website or anything. What's making it so slow? Is this normal? What can i do to fix it? Thanks a bunch

PS - nothing else is slow, the vid card is pretty fast, except for this.
 
Is the jpg streched? If so, that might be why it takes awhile to refresh. Have you tried just using a regular bmp or turning off Active Desktop? I would take the background off and turning off Active Desktop and see if that makes it any better. If it is faster, then you know thats the problem...
