Attempt to contact ebay.
Attempt to contact paypal.
Attempt credit card dispute.

contact seller for a refund.
if he will not refund, contact ebay and let them know of the scam and tell them he won't refund your money. call cc and or paypal.
its not that hard, just read the help site on ebay. no need to come here with it.

Last time I CC'd for a misrepresented item, my CC won all the costs including shipping back to me (but I had to try to ship it back to them at least). I am used to skipping eBay and Paypal services and going straight to where it matters.

QFT. Start with option #1 and move quickly from there based on the seller's response.

Keep records of everything. Print screen the ebay ad if you still can.
