Fuel injector cleaner: when is best to pour it?

it seems logical to pour the FI cleaner when the tank is less than full so that the cleaner can be more concentrated, but is there a point where it get too concentrated that it will do damage?

I was always told it could cause damage if you poured it when the tank wasn't full, but I don't know if that's true.

pour it on an empty... filling it will mix it

That's what I've been doing for years with the Camry. I bring it to the gas station, pour it in there, then fill it up to mix.

Aside from keeping your injectors clean, a lot of them can also remove any water that might be in your fuel system.

Ding ding ding.
I cringe when I hear those Auto Zone commericals saying how much better gas milage you'll get by adding FI cleaner.
