FTP using IIS on NT Server

I am currently hooking up multiple FTP sites In IIS and I either get access to every ftp site with the users I have set up or none at all. example - If there is site A and B the person from site B can log in to site A with there own user name and password and vise versa. How can I limit Each person to only that FTP site. Please be detailed.
