FTP UPLOAD slows to a crawl after about 10 minutes...connection is fine

I am frustrated w/this problem. I am running an FTP server at home. People can download from me at 45kb/s. However, when someone tries to upload to me, they start out at about 35kb/s and after 10 minutes or so, it drops to less than 1kb/s. <---not a misprint.

I ran the speed tests at DSLReports, several times over several days. My download/upload average is 1700/368kbps...more than enough. Packet loss? 0% according to DSLReports. What is the deal?

For kicks, I ran the Network Benchmark in SANDRA. 11mbps. The connections are all fine. FYI, my incoming cable connection goes to a Netgear router, then to the three boxes connected.

Ideas, please?

Not that you didn't already know that from looking at my profile, but yes, I do. Why? I don't have Kazzam or any other of those things on my box.
