FTP server problem, 2/3 of connections are refused

Checking my FTP server stats, 2/3 of the connections have been refused. I don't know how to fix this. I don't have any kind of firewall software on the server, and maybe it's a problem with my ISP. are there any settings I could change on my computer that might help this? I am using WinXp by the way
