Ftp in IIS

I want to setup my ftp in IIS. All I want to do is allow certain users to acess the ftp. I have tried to set this up but I keep getting a warning about the security in which passwords are transfered. I looked in the help files and found that there are many different ways u can configure the ftp. Has anyone just setup a basic one that does not allow anonymous access and allows me to specify which user accounts can logon? If you could just write down a few steps that would be great. Also any information you have about the different types of ftp setups there are would be pretty cool.
