FSb will not go to 133!

My FSb is stuck on 100 and will not go to 133. I have an AMD athlon XP 2000+ which should run at 1.67ghz but only runs at 1.2ghz because of the 100 fsb. I have tried to up it many times and each time I try to get it to 133 the computer will not boot and nothing comes up on the monitor. Then I have to reset the CMOS to be able to boot the computer again. It is very annoying. Would this be a problem with my CPU, motherboard, or some other hardware component?
 
have you checked the motherboard for a jumper that changes the FSB from 100 to 133? I believe some boards still carry that
