Frontpage Server Extensions Permissions Problem

I'm running Windows 2000 Server as a web server, and I recently installed the Frontpage Server Extensions (version 2002) for a client. However, I am unable to administrate sites through the server extensions admin page. First, I clicked "extend" to add the extensions to the site that requires it. This worked fine, and I choose the administrator account as the administrator for the web. Now, on the server extensions admin page, when I click the site's name to administrate the site, I get the following error: "You are not authorized to view this page". I am logged into the server as the administrator. Also, if I attempt to open the web on a client in Frontpage, it will not accept the administrator username and password. I've checked the NTFS persmissions on the web's home directory and everything looks normal. Just to be sure, I also ran the Permissions Wizard in IIS.

The only thing I can think of that may be contributing to the problem is that I've "hardened" this server for security using techniques described in the book "Securing Windows NT/2000 Server", published by O'Reilly. For example, I: Renamed the administrator account, disabled all subsystems except Win32, Set IP filtering on the Internet connection (limited to ports 20, 21, 25, 80, 443, 53), disabled 8.3 filename creation, and a few other things. All of these changes were made prior to creating the web site and installing the server extensions.

If anyone has any suggestions, they would be greatly appreciated.
