Front USB slows down performance?

hi, i recently got a case w/ front USB ports... after swapin out the hardwares from my old case i found that my computer been running very sluggish at times... what might be some of the causes? is the front usb drawing too much power from my mobo? i have a 300w PSU, amd athlon 1.33 cpu...

This is not a Highly Technical issue.
