about two months ago he got a 3200+ winnie with a SOLTEK SL-K8TPro-939 mobo and the cpu has been running at mid 50s idle, he told me he it has reached high 60s load.
he's using the stock cooler but when he first mounted it he removed the thermal pad(he's clueless when it comes to hardware) and installed it without paste, i told him to get some paste before he fries his cpu, he did but he told me it was some kind of intel brand paste, he applied it anyway and was getting the same temps, according to him he cleaned both cpu and hs before applying the paste.
i checked solteks website for new bioses and found that from version 1.6 they fixed the wrong temps readings and he told me he has 1.6, im not convinced hes very sure of it though, anyways i sent him some AS5 and the same results. i told him different ways of applying the paste but i doubt he's doing it right, but after many times of remounting the hs with different pastes getting the same temps im wondering if the cpu or the mobo are bad.
 
I would redo everything... take off the HSF, clean it, apply paste clean up the cables. Whats his room temps? And how is the case airflow... (fans, etc)?
 
i would go help him myself but im studying abroad.
i belive his room temp is about 25C-30C, the case can host up to 4x80mm fans, he told me he has 2 for intake, 1 in the front and 1 on the side, and the other 2 at the back for exhaust, they are cheaps ones but can do the job since they spin at 2400rpm each, next time ill tell him to do some cable management to see if it improves.
