Friends new comp wont power up, help please.

Ok, i set up all the parts for a friend, he bought em all and then had a friend close to him come by and put it all together. Problem was his other friend left before my friend tested the computer. So now when he turns on the power supply he hears a small whirring sound untill he turns it off, and when he pushes the power button, absolutely nothing happens. I am having a hard time troubleshooting from a distance, since he doesn't know much about setting up the innards of a computer and i dont know how knowledgeable his friend is either. Only thing i suggested was double check the connections from the power supply to the moboard and the cables from the case to the moboard. That didn't work obviously or we wouldn't have a problem.

His setup is
P4 2.26 with the vantec aeroflow hsf and arctic silver
msi 648 Max-L moboard
512 kingston 2700 ddr
450w antec power supply
radeon 9700 pro

Anyone have a clue as to what is wrong, let me know please:)

No expert here but from what I've heard, no beeps means CPU trouble (try reseating the CPU and rechecking all the connections)... Also there is a fuse in the Power Supply that You might want to check- Be careful though: You could get a big shock!!!:(

Ill tell him to check the processor, i dont know anything about the fuse on the power supply though, where is it located?

yeh cpu problems, usually if the fan on the power suppy is spinning the fuse is ok
Had a problem with a friends computer nobeeps just power fan, cpu was in a risser board in a slot 1 mobo..... Turns out riser board was faulty

To get to the fuse You have to remove the Power Supply housing... Becareful... I heard that even though the Power Supply is unplugged You can still get a Shock through the Compassitors... Do at Your own risk!!!

yeah we have unplugged and replugged and switched on and off a few different times. I dont think he will be opening the power supply casing, thats a bit technical from him, its brand new from newegg so if anything he would just rma it if its a possible problem. As soon as he gets back from class today ill have him check on the cpu though. Hopefully that works.
