Friend's monitor keeps on blacking out

My friend has a Hyundai Imagequest Q910 monitor and the picture keeps on flashing on and off. The monitor itself doesn't turn off, but the screen just turns black for a moment and then comes back, sometimes doing it continuously many times in a row.
Any idea what might cause this in a monitor?
 
Is the connector from the monitor to the video card secure? It might be a bad video card, so try swapping in another one to see if he continues to get the problem. Hope this helps.

What is offgassing?
