pending bills would provide fines -- up to $720 in one of them -- for any driver caught texting, or holding a cellphone to an ear.

What about eating food? Even talking to someone sitting in the seat next to you is distracting, will they fine us for that too? Shouldn't smoking be banned too?... You see where this is going.

Yah, and they'd have to be right up next to the window -- which would have to be open in some cases-- to even see people text since a lot of people do it low.

Do any phones have an option to read text messages or emails aloud, so they are audible?

If not, they should.

I've texted while driving before, but it's always been in bumper-to-bumper traffic when I'm not moving.

My last girlfriend would always log into her PDA while driving while I was at work.

I'd be talking and she'd say once in awhile "haha, I just passed a buggy!" (They drive with horse and buggy sometimes in the country)

I'd just be like "Talk to me whenever you get where you're going, I don't need you in an accident."

She'd say "There is nobody on the road, its ok!"

I'd respond "You just passed a buggy! Talk to you later"

Anyways, I thought she was an idiot for doing so.

Sometimes she say "Its snowing and the roads are slippery, I'll have TTYL so I can concentrate on driving."

Yesterday morning, I nearly got mowed over by a girl in an SUV because she was yawning and didn't see me. While I jumped out of the way, the curb was not so lucky.

Yea!! Lets make it a crime to drive with one hand on the wheel too. Hell, lets make it a law that you have to drive with your hands at 10 and 2!! No passengers either, thats distracting too.

I've watched people read books while driving down the road. Maybe the DMV needs to stop handing out driver's licenses like they are toilet paper.
