He tried doing a system restore, did adaware/spybot etc stuff. Still nothing. Any ideas on what the problem may be?

I had something similar and did a repair install and it fixed it. Probably a corrupt file screwing up the system.

prolly permissions are disabled. run gpedit.msc and check out all the options in there.
