Friend of mine has vertical lines on his screen

Not too sure on his system specs only that he is running windows xp pro, and ati 9800 pro. There are orange lines running vertically on his monitor that appear to be an orangish color and are near the center of his screen. He asked if I know whats wrong with it and I had no idea, but I thought someone here might know.
 
Well the first thing i would try is
1) check to see if the fan is working or not/ really dusty. Ive tried to fix a problem that I thought was a windows or driver problem, cracked open the case and found the fan died on it, replaced and worked fine.

2) Check to see if it does it at boot or in the bios, if it does could be a card or monitor problem.
2A) if it does try another monitor, if it still does it then its a card problem. May have to rma it or get a new one.

3) if all those work ok, then may be a driver problem in windows it self, try booting it into safe mode and see if it does it, if not more likely driver problem
