Is there a free software to erase all the data on the hard drive?
I imagine he'll want the equivolent of the DOD cleaning specifications...

You don't need special software to do it, but the special software will save you time. Because it's automated.

Have him do a full format, not quick, and write data to the whole hard drive.

Repeat 4x.

This is what I heard at least.
