Friend has bad back problems, who should she see?

She goes to a chiropractor weekly, twice a week. It doesn't seem to be helping. She is always in a lot of pain.

Is there a doctor specialist or something like that that she can see?

Umm, chiropractors aren't neccessarily board certified physicians. IOW, they may not be able to diagnose and provide a permanent solution.

My dad sees a chiropractor but he saw a family doctor and he referred him to an orthopedic doc who was able to perform the surgery he needed. He had a herniated disc... chiropractor was basically said she was trying to hold off the inevitable. At least she told him that she could fully treat the disc and told him to see a doc. My general doc is a DO so he has chiropractic and physicians' board license.
