fried my video card, but is my mobo dead too?

I recently toasted a GeForce3 Ti200 when I replaced the fan with a quiet Vantec, and it turned out to be a little too quiet when the fan died and the video card got toasted (my fault, I had the power wire pulled too tight when I bundled several wires together).

Anyway, the strange thing is that when I plug in the power then the fans and CD immediately start running and keep running until I turn off the power, even though I haven't pressed the power button yet. The computer doesn't POST, but I figure this is just the fault of the dead vid card.

So, does this mean the mobo is dead too? Or is something strange going on, like the mobo turning on as it looks for the lost video card?
