Fried Celeron?

So I just got a celeron 800 from NewEgg, took out the Celeron 466 in the system and popped in the new one.

Hit it with some arctic silver, got the HSF on, and pushed the button. No video, no beeps- only fans.

The upshot is I take the chip out do see if I did something wrong, and there is a darkish ring around the core itself. I didn't notice if it was there when I popped it in (I'm an AMD guy, so I wouldn't know if this was normal anyway).

Everything is set up right (yes, the board supports this chip, yes I tried yanking all the cards and drives, etc), my question is, does that dark ring mean I fried it? Do you think this thing is dead, or do you think I'm a lunkhead? Will Newegg RMA?
