Just right click it and de-select "Lock the taskbar." Then click the bar itself and drag it to whatever side of the screen you want.

I'm using mainly three programs to make my desktop look like that.

Yahoo Widget Engine for the cool Weather, Clock and Mem / CPU usage programs you see on the desktop. It was previously known as Konfabulator, but Yahoo bought it and now it's free.

Also WindowsBlinds for the skins and ObjectDock is what you see at the bottom, which I use as a launcher. You can get both at Stardock.com. They are not free but the shareware versions they offer are almost fully functional. You can get extra skins for WindowsBlinds at http://www.wincustomize.com
