Discussion Freshly built 2950x Rig Sluggish vs 5 year old i7 5930k System it Replaces.

Just built a new Threadripper 2950x gaming/rendering rig to replace my 5 yr old i7 5930k system. Problem is, every once in a while, performance takes a nose dive. Videos play all pixellated, takes forever to read data on secondary drives, and games/software takes a lot longer to launch. Even as I type this comment, there's a lag of 1 to 2 secs for letters to show up and using the mouse to scroll webpages can also get sluggish. If you compare the 2 rigs, the new one is superior in every category. Sometimes it happens with high load on the CPU or GPU, sometimes with no load whatsoever. Thought it could be RAM related but saw memory usage was around 50% and besides, this never happened in the older rig. Could really use some advice troubleshooting this as I have never experienced this with the i7 5930k rig.

Old rig consisted of a 500 Gb Crucial ct512 sdd, 32GB DDR4 ram 2400, Asus x99 deluxe, Corsair h100 cooler 1000W EVGA PSU and 2 RTX 2080TI's that were transferred into the new rig.

Why not a NVME hard drive ? wayyyy faster than a regular SSD.

As for the problem, it just could be hard drive (ssd) related, or the windows install. If you were to get a NVME drive, I would install windows on that, as a fresh install, and I bet the problem would go away,.
