Fresh Install of Windows XP hangs at shutdown

So yeah, I formatted and reinstalled Windows on my main hard drive, and its been having trouble shutting down. It'll shut down normally, no popups or errors (that I can see), and it'll go to the logoff screen. After a few seconds, the screen would turn black, then my monitor goes into sleep mode (like it always does when my PC shuts down). Except the power stays on, and it nothing is happening. My memory shows no usage (I have those Corsair XMS sticks with activity lights on em), and the CPU fan stays on. The same exact thing happens when restarting also.

From what I can gather, it could be a process that Windows is having trouble ending. However, I dont know where to start looking for an answer to my problem. My Event Log shows nothing related to this problem. So what can I do from here? Thanks in advance.
 
First thing to do is to go to MSCONFIG and choose the selective startup option, then to the startup tab, and uncheck everything to see if the problem persists. If not, then reenable one item at a time, rebooting to see when the problem recurs. That way you can target the problem program.
