Frequent Disconnects

I have tried 2 different modems and I get frequent disconnects on both of then when looking at a page for 2-4minutes. I put a fresh install of Win98SE. It usually starts after I get that pop up where it ask if I want to use auto disconnect and I check no. There are no setting relating to this in the modem device manager. Where on windows would I mess with the settings?

As I was typing this it diconnected. Have to reconnect to post this.
