--debtors escaping prison (the "elite," such as our founding fathers)
--uptight, repressed, self-loathing zealots that not even the Dutch could tolerate--THE DUTCH!
Holy shit, if you get kicked around from country to country, only to land in Holland, the most open, most tolerant culture anywhere in Europe and those people can't accept you, then you fucking have problems.

I care little about the difference between PG-13 and R for most movies, but I just do not see a point to NC-17. The NC-17 rating severely limits what normal directors might choose to put into an intended to be rated R movie as NC-17 is death to a serious movie.
