The Prime Minister resigns, dissolving his government. The President then invites him to form a new government, allowing the "new" Prime Minister to select a new Cabinet.

edit: I notice the article also says M. Fillon may reduce the size of his government by 12 Ministers in the process.

yeah, but why even bother resigning if you're going to rehire the guy the next day?

unless they cant reshuffle unless the prime minister resigns first?
(wish they would clarify that in the article)

I'm not sure of the specifics in re the French government but would assume this is the simplest way to accomplish a major realignment of the government. According to the article, they are expected to eliminate as many as 12 of 28 ministers.

edit: under their system, when the Prime Minister resigns, his government is automatically dissolved; all ministers lose their jobs and the P.M. can pick and choose which ones (if any) to reappoint or replace.

Our country did this up until recently to let senior members start collecting their pensions.

It's become par for the course in many things. I don't agree with it at all.

A way to flush the toilet.

I tried explaining the French and Italian form of government to a idiot once.. he kept saying their governments folded every few years and were essentially unstable contrasting it to the US government and how they stick with their leaders like GWB....
