freezing problem on boot up

i have swaped many pieces of ram and a different hard drive and a voodoo 3 pci and it always freezes on bootup or shortly after. it will hang with the hard drive light on. when i boot in safe mode the problem is not as bad. first i thought it was the powersupply so i replaced it with a 300 watt one and the same exact problem continues...

btw i have not installed any drivers of any kind.. its windows booting for the first time that this is happening.. i can not get far enough into windows to install anything
 
been messing aroudn with it more and it always freezes at setting up any hardware plug and play devices you may have, i cannot get past that point.
 
Remove all nonessential hardware and add back one by one until you find the offender (or offending combination).
