Freezing PC (Win7,XP), fresh install

I don't use this pc much but the last time I used it it was perfectly fine which was a while ago.
Now I turn it on for my ex's kid so he can play spore and whenever I start ANY game it freezes at the start of the game - in XP. This was the initial problem.

Thought it was a driver issue, changed drivers.
Then that didn't work so I changed the video card.
Then that didnt work so I ran memtest and the ram passed.
Then maybe thought the old XP install was borked so I put on win 7.
Locks up completely in win7 - right after the windows welcome screen but right before desktop. I have to do a hard boot to get it back up. At least with XP I'd get to desktop but would freeze when I'd launch ANY game.

*The PC WILL boot in safe mode and if msconfig is ran in diagnostic mode to a normal working desktop*

So now I'm at my wits end, I have changed everything but the RAM and mobo. Other than that I'm completely stumped on what it could be. The board looked fine, no bulging caps or anything visibly abnormal. DVD writer works fine.

Any suggestions?

My rig is as follows:

Amd 9950
Asus M3A79-t deluxe
Tried video cards, GTX 8800 and ATi 4870x2
Corsair XMS2 DDR2 PC 6400, 2x2GB
Pc power and cooling 750w psu

Strange thing is this is out of the blue, the rig has always worked fine and I'd only boot it to update my Ubuntu OS.

I initially thought it was the hard disk because Ubuntu says it cant mount the drive to install the new version on. That was after I updated Ubuntu 11.04. The OS ran perfectly before the update but now after the updates are installed the drive won't mount.

When I get to safe mode, the event viewer says:

System event viewer:
'The network list service service depends on the network location awareness service which failed to start because of the following error:
the dependency service or group failed to start'

Application event viewer
'The winlogon notification subscriber GP client was unavailable to handle a notification event'

Cliffs:

PC freezes in XP when I try to launch a game
PC freezes in win7 after welcome screen but before desktop login
PC will boot in safe mode/msconfig diagnostic mode.

Changed video card/drivers
Changed PSU.
Changed hard disks completely.
Changed windows versions, used 2 different win7 disks.
Ram memtest, ram passed, no errors.
Did not swap RAM yet. (no $$)
Did not swap mobo/CPU. (no $$)

Win7 freezes at the exact same point after all this has been done with the event viewer errors above.

Stumped.

Suggestions? Let me know if you need any other info.

Update:

Under non plug n play drivers there is a driver not loaded, "security processor loader driver" which is a boot driver but I can't start it in safe mode.

Not sure if it has anything to do with the freezing.

My first guess would also be RAM. It happends pretty often that people think their memory is OK because it passes memtest, but memtest seems to miss a lot of memory issues.

Ah I didn't know that. I have ram in another pc that used to be in the broken one that I can swap with. It's the only thing I haven't tried besides a complete mobo swap.

Well I swapped the ram and it's not the ram. It froze at the same point again. I have now swapped every part in the pc except for the mobo/CPU so it has to be a board problem at this point, would that be an accurate assessment?

Feels bad man. 🙁

Motherboard is much likelier than CPU. If you want to save the system, you could likely find a very inexpensive motherboard that would work.

Have you tried lowering the ram timings to some very conservative values? And upping the ram voltage, and all other voltages?

Try underclocking. If the VRM circuitry on the mobo is failing it may not be able to supply enough instantanous current. You can test this by some combination of underclocking at the max multi and / or disabling CnQ so as to keep the minimum current closer to the maximum. (ie the power swings could be what's killing you.)

There is no mention of temperatures or heat anywhere in this thread. One should not rule that out even though it is not likely.

You cpu is still worth about as much as a Q6600, since that's about as fast as it is (Putting max OC aside...). It's going to run faster overall than anything you buy new that is under $70. So it seems to me you should just get a new motherboard.

CnQ is disabled, as is any cpu limiters in the BIOS, i forget what its called. I don't overclock so I'm not familiar with setting voltages and those types of things - not that I'm not willing to learn. The temps on the board seem fine, I'll post them in a minute, I've been posting 90% of this from my phone and it's a real PITA lol.

Oh and another message from the event viewer:
'The following boot start or system start driver failed to load:

discache
spldr
Wanarpv6'

I mean is this not the weirdest thing? These are fresh installs on formatted drives.

If I can get a new board I'd like to go that route but I'm already having trouble finding one for a phenom II 9950. *Not the black edition.*

Any suggestions where to look? Newegg has nothing but it would be easier if I knew if the CPU supported DDR3 or not, I don't think it does.
