Freezes during startup

Hi, I have a PIII 800 system that will start but will not go past the Windows 2000 logo. The blue bar at the bottom does keep moving from left to right, but it just stays there forever and will not go into windows. The power supply did fail before this happened. Any ideals what I'm looking at here? Is it the MB, HD, or could it just be software? If I put in a WinXP CD and boot to it, it only gets as far as saying it is starting windows and then goes no further.

Have you tried booting into 'SAFE MODE'?

If you can, look may want to look at the Event Log for clues to the problem.
