Freezer 7 Pro + Speed Fan incorrect

I have a gigabyte g31M-es2l, e5200 overclocked to 3.4 @ 1.3v

When I go into speed fan it shows that the fan is running at the slowest speed of 915 rpms but it is at 100 percent. How can I fix this to run the fan at a higher speed so that I can overclock higher. This fan is capable of running at either 2000 rpms or 2500 rpms. Thanks
 
The fan plug is already a 4 pin. I don't want to run the fan at full speed but want to be able to control it so that it is running faster than the lowest speed.
 
I ran prime95 on it for about 15 minutes and it did kick the fan speed up to around 1800 rpms at around 58-60C so it is working just wanting to run fan speed a little higher and try for higher overclock.

 
if you want a higher overclock, you should run your fan at full speed for the best cooling I would think.
