Freeware Installer Creator

Is there a freeware installer creator out there like VISE or similar that can package up a buncha files, make program groups, and shortcuts, and maybe a few changes to the registry?

Developed by Nullsoft. The language is a bit cryptic at first, but there are plenty of examples and the documentation is good as well. It's pretty powerful software, and you can develop installers that rival InstallShield.

Yep. It's a very powerful scripting language. Their examples even cover some stuff that's beyond installer making.
