Freeware/inexpensive DVD creation software with menus that supports HD video?

I am currently using Power Producer; my brother-in-law coaches a basketball team and my father-in-law records all the games with an HD camcorder. It's a workable solution although things are getting somewhat clunky because of Power Producer. (Long story short, the app doesn't work with AMD video card drivers past a certain point, so I have to run it inside of a virtual machine).

Just wondering what other options are out there; most of the stuff that pops up on a Google search looks to be of dubious legitimacy.
