I am planning on building a PC router... here are the system specs:

Pentium 100 (no fan, only heatsink)
16MB EDO RAM
250MB HD
2 10mbit PCI NICs
AT Tower Case w/230 power supply (no PSU fan)
Cheap PCI Video Card
Keyboard
- no monitor (will telnet, after setup)

I am a networking newbie...

Which one would you reconmend for this situation? (FreeSCO or LRP) or any other?

I just set up a router with FreeSCO, and it was simple.
My router is a P166 with 72MB RAM (yeah, It's a bit much, but what else uses 72-pin) 1.7GB HDD, and 2 3COM 509B ISA NICs. I'm using road runner cable, which uses DHCP to assign the IP. move2hdd as soon as possible, rebooting on floppy several times while setting it up will drive you crazy. It's not hard at all to set up, just read through the manual on their page. when in doubt, use the default.

Freesco all the way. I have been using it for months now. Very simple to setup using cable modem.

Freesco system specs:
p166
48mb
3.2gig hd
4 meg ATI pci video card
2 pci 10/100 nics
AT case, keyboard and monitor.

I use it as my firewall/router/http server.

I think it depends on the "Extras" you need. LRP is definitely a more versatile program, but freesco is a hell of alot easier to setup.
