FreeBSD networking measures

I don't know if this should be under the OS group or this group.

Anyways, I wanted to know what commands one should restrict general users on a FreeBSD box. I sorta wanna learn unix admin, so I'm giving shell accounts and I want to know how I should limit access.

I don't want people using the machine to screw around with anyone. I don't want people to compile stuff that can be used to ruin the system either.

I restricted commands like ping, but I don't know what else to restrict.
