I received an email from GiftStakes claiming I have won an Xbox gaming console. It provided me w/ a link and a special code number. After I entered the information, a payment page was pulled up...for Shipping & Handling.

It looks somewhat legit but it is still shady. It ONLY allows payment using a debit card. If you guys out there may find some info about this site or give me advice, I would greatly appreciate it. $12 S&H for an xbox would be great!

Because most debit cards have no limit on the amount of liability associated with fraud/loss.

If you really must gamble, transfer all but $12 out of your checking account. Be prepared to pay an overdraft fee as well as have your debit card cancelled/reissued.
