Free Web Hosting Question

I have a relative that has a child with cerebral palsy (cp). They want to set up some type of webpage with information about raising a child with cp, then have a place where other people with children with cp can talk about about things like where to get equipment (which usually costs a lot of money) or trade equipment. I was thinking to use phpBB for this (I would also be the person doing the site work).

So my main question is, is there some company that has free hosting for some thing of this nature and has support for a database like mysql?
any ideas would be most appreciated.

I talked to prohosting about something similar. They allowed me to do it as long as I gave them props for the hosting (banner ads and such).

My forums are hosted at crotoan.host.sk.

Some of it isn't in English though, but the important stuff has translations.
