What exactly are you attempting to do?
If I'm following you right, you can use Handbrake. This assumes that the VOBs are already decrypted or they are not encrypted in the first place. Convert to the MP4 (H264) format and you should be good since that's the standard MPEG-4 container/codec combo.
If you just have a single VOB, use the File option. If several are linked together, you can use the Folder option.

That depends on what you're doing. Most players support both mp4 (H.264) and WMV. H.264 is usually the stnadard though.

You don't need the pro version and it only takes about 4 minutes compared to re-encoding it as an .mp4 via Handbrake or whatever. Plus, you'll get ZERO loss of quality.
As u know, the free ones often have some limitations. Bcz of this, I bought a vob converter on the rersoft website. It is not expensive and do not need to pay for the update.
Well, if u find a free one that could be used very well and have no limitations, pls let me know.
