Free program to convert PCD photos to JPG, BMP or TIFF?

The only application I can find is ImageConverterPlus which is not a free program. Any free ones that can do batch conversions?
 
I tried Irfanview. It can open the PCD files however it cannot open them in their native resolution. The only way it will open them is if I set the options for PhotoCD to "Base". 4 Base and 16 Base do not work.

I have the PCD 3.0 plug-in installed as well.
