Maybe Gimp. Windows Paint might be able to do what you want but I would try Gimp first. Gimp does have a steep learning curve though.

I'll be honest. Photo editing isn't my thing so maybe someone else has some better suggestions.

Gimp, and some skill. I'm unaware of magic software that does realistics shops. It takes skill to do well. If you aren't familiar with photo manipulation, nothing will turn out realistic(barring the off chance you're a photoshop savant)

The cheapest program that can create and deal with layering that I know of is Photoshop Elements. Anything less will be readily detectable. I have also seen it done with Paintshop Pro. The best freeware would be GIMPSHOP, an advanced version of GIMP. Layering is the key.

Gimpshop is abandonware, and was only an interface tweak to gimp to make people that pirat... used photoshop more comfortable. It didn't add substance to the core program.

There's lots of plugins and filters you can use with gimp. If you have time, look into those, and see if you can get the pics close in appearance.

You can actually download a quite functional version of PE7 (no charge).

But for a one shot effort, just submit your pix(es) to "steves-digicams" on the help forums (eg, newbie help) and tell what you want & people will just do it for you as they love that stuff. (You'll probably get 5 different versions to select from.)
