Based on my experience, it's been a pretty good deal. They don't use your credit card until you use up your free minutes. Then you buy credits in $25 increments and get phone time @ 4.9 cents/minute - which I think is a good rate. I find the service very convenient, since you can use any phone to get that rate. I have even placed calls from the US to Ontario, Canada at this rate. Maybe some phone cards are better, but I find tel3 very convenient. I have a cheap long distance service, but I often use tel3 for in-state calls, because tel3's rate is much cheaper than my local BellTel.

There are only two issues that I'm aware of:

Once you start paying, you get 4.9 cents a minute, but the free minutes are at a higher rate, so they go fast.

More importantly, there is apparently a 40 or 50 cent charge if you make a call from a pay phone (it was explaned to me as a mandated charge). But, so far, I have not made a call from a pay phone, so I haven't experienced it.
