Free HTML to PDF Converter

I have 2 files that have an HTML wrapper. For some reason I have been unable to find a program or online service that will do a decent job of conversion. I have tried some of the Online services, but they convert the tags to their own sites instead of the locations in the document. None of the Firefox addons work. I went through the first 9 pages of Google "Free html to pdf" with no luck.
I only have a couple of files and expect to have only 3 or 4 more, so spending for a solution is not practical.
3 similar files did convert.
Windows 7 Professional 64bit.

Have you tried PDFCreator? It is free software. Basically you use it as a printer, but instead of printing to your computer, you print to a pdf file. I have been using it for years now.

If you do install it. Just open up your document in whatever program you use. Then click print. Go to the printer section and choose pdfcreator. Then name it how you like, and you are done.
 
One problem I may have with the print conversion, is that I don't have a printer. Will it still work?
Yes. There are plenty of PDF "printers" out there. I recommend doPDF or CutePDF. Both are "virtual" printers. You print as you would to a normal printer, but a save as box pops up instead.
 
I have tried all recommended solutions. NONE of them process the href's in the HTML. The documents I am trying to convert are large documentation files and it is important that href's are converted to bookmarks, or at least maintained so movement in the document is maintained.
