The links you provided don't use the language you are quoting, nor does the Newegg promotion page.

Here is the operative fine print (at the very bottom): "Individual suppliers are solely responsible for offers and order/rebate fulfillment."

IOW, if Newegg wants to offer the Bonus Pack merely by purchasing the software (Vista or Office), Newegg can do that.

The promotion is designed to help smaller OEM System Builders sell PCs and help Microsoft sell more software. If the system builder doesn't much care about moving more PCs (because it already moves truck loads of hardware) and decides to offer the Bonus Pack with a mere software purchase, that's their choice.

Either way, as long as a valid copy of Vista or Office is being purchased, with or without a PC, Microsoft is reaping its benefit from the promotion (selling more software). Its the system builder who is losing out on hardware sales.
