?Free DVD Player for Windows

Nowhere. The DVD decoder software can only be had by paying a licensing fee, so not too many people are willing to give it away for free. So if you mean free AND legal, then there is no such thing.
 
There's a DVD player in Windows 2000, however, you have to provide the decoding software for it.

If you have a DVD-ROM and/or a recent video card, you likely got some type of DVD player with it or the right to use one. Have you checked into this?

Don't know if this matters to you or not, but any gpl or other free-type license DVD decoder is illegal in the United States. DMCA says so, write your congressman and complain.
 
windows media player can play dvd's. You just ahve to get an mpeg2 codec. I'm sure there are some floating around on teh net, but technically you're supposed to pay a licensing fee for mpeg2 so just make sure you keep the dvd software cd the next time you buy a vid card.
