Can you clarify question#3? Do you want to know how a PDA would help out disabled people or is it what improvements can be made to the PDA to help out the disabled person?

sorry...it is more like....Can PDA help disable population? how?

for example..... why McDonald doesn't has IR receiver at their drive through? and disable people (deaf..etc) using PDA to beam their order. It is very easy to creat a PDA software just for McDonald ordering meun.

so on and so forth....
