"Free" data service to use phone as tracker

Which of the "free" cell services would be the best to use for this? I plan on hiding an old unlocked phone deep in my truck (i'll likely pull the console and wire a charger up to switched hot) for tracking using Cerberus. I don't know how much data Cerberus uses for tracking, though. Or would Android Device Manager work better?

Anyway, which "Free" service should I be looking at?

Pretty much, yes. Ideally, I'd like to use the built-in GPS module in my truck, but it's neither activated (and I don't have an IDS tool or "in" with a dealership to get it activated) nor connected to anything useful. So, unused cellphone it is!

I thought about using those free hot spots, but there's a lot of open space not covered by wifi around here (Utah) but which does has a lot of LTE coverage. Freedompop uses Sprint's network which seems to work well around here, and it's only a $30 activation fee, which includes a phone even. So, I might go that route.
